Scott Harrison

Mr. Harrison, a former Central Intelligence Agency executive, is Managing Director of Pacific Strategies and Assessments (PSA) Limited (H.K.), Pacific Strategies and Assessments Incorporated (B.V.I.) and Pacific Strategies and Assessments Philippines Inc.  All three companies form an international consultancy with offices located in Hong Kong, Manila and Bangkok.  PSA is a risk assessment, security and investigative consortium, government relations, public affairs and business facilitation consulting firm specializing in business solutions and corporate advisory services throughout South and East Asia.

Before founding PSA in late 1999, Mr. Harrison pursued Asian and African foreign policy and national security affairs for 30 years with the Central Intelligence Agency (CIA).  Twenty-four of those years were spent living abroad in five Asian and three African countries.  Mr. Harrison speaks limited Pilipino.  At CIA he held a number of executive positions in operations and was three times an overseas Chief of Station and twice a Deputy Chief of Station.  From 1970-1997, Mr. Harrison served in American embassies in Laos, Thailand, Philippines, Malaysia and China as well as Tanzania, Sierra Leone and Ethiopia.  During the last half of 1997 and much of 1998, Mr. Harrison led three political fact finding missions to Yugoslavia; was Vice-Chairman of an executive panel tasked to review CIA counter narcotics strategies for Asia; and performed an emergency two month national security assignment to a Central Asian Republic.  From late 1998 until his retirement on November 1, 1999, Mr. Harrison was Program Manager in the Director of Central Intelligence Crime and Narcotics Center where he co-directed the consolidated efforts of 15 Federal Law Enforcement and Intelligence Community Agencies targeting international heroin trafficking organizations.

Mr. Harrison attended the FBI Academy Leadership Seminar for Senior U.S. Government Law Enforcement & Intelligence Community Officials in June 1999; Harvard University’s Foreign Policy Seminar for Senior Government Officials in 1994; attended University of Virginia & American University graduate school extension courses in international relations in Washington, D.C. in 1969; completed the course curriculum for a Master of Arts Degree in Diplomatic & 20th Century History from Florida State University in 1969; and received a Bachelor of Arts Degree in International Relations from Florida State University in 1967.

Mr. Harrison is the recipient of a CIA Career Intelligence Medal (1999); a Medallion of Appreciation from the Peoples Republic of China (1997); a Meritorious Unit Citation for the resolution of POW-MIA issues before the U.S. Congress (1994); a U.S. Army Medallion of Appreciation for election monitoring support to UN-supervised presidential elections in Cambodia (1993); a Meritorious Unit Citation for crisis reporting from the Horn of Africa (1992); a Presidential Superior Honor Award for support rendered to the exodus of Falasha Jews from Ethiopia (1992); and plaques of appreciation from the Royal Malaysian Police, Malaysian Defense Ministry and the Office of the Malaysian Prime Minister (1990).  Mr. Harrison was similarly awarded a U.S.M.C. Ceremonial Sword for support to the U.S. Marine Corps (1984) as well as four CIA Exceptional Performance Awards (between 1990-1994).

 

Robert W. Kraft

Robert W. Kraft is Chairman, President and CEO of PSA North America. PSA is a consultancy focused on China. Prior to founding PSA in 2007, Mr. Kraft was the founder, President and CEO of Openfirst which was a leading national provider of direct mail, statement processing, electronic messaging, call center feeds, database management services and other business communications support for Fortune 1000 companies. Openfirst was sold to Quad/Graphics in 2006. Mr. Kraft remains active with Openfirst as a member of the Board of Directors.

Mr. Kraft has more than 30 years of experience in the commercial printing, direct marketing and document management industries, including 15 years with Moore Corporation, the second largest printer and direct marketing services provider in the world. While with Moore, Mr. Kraft’s responsibilities included sales, sales management, marketing and marketing management positions in the business forms and direct marketing operations. Mr. Kraft left Moore to join a marketing agency in Milwaukee in 1987 where he later became President of the international direct marketing/point-of-purchase agency. In 1994, Mr. Kraft founded an on-demand printing and document management company. Two years later, he founded Electronic Printing Systems, Inc. (renamed Openfirst, Inc. in 2001), which now employs over 450 associates. Concurrent with his business start-ups, he has provided consulting services to Citicorp, Menasha Corp., Deluxe Corp. and Moore. Mr. Kraft serves on the boards of the United Community Center, Word of Hope Ministries, RBP Chemical and Openfirst. He is also Chairman of First/Edge Solutions and co-chair of the MMAC’s China Council.

Mr. Kraft earned his Bachelors Degree in Business Administration with a Marketing Major from John Carroll University in Cleveland, Ohio.
